Should the Government decide how much people in different jobs should be paid, and when they should have an increase? Or should workers be allowed to bargain with those who emplov them to get the best pay they can? At present, the Government limits the amount which may be paid and decides once every six months whether it should be increased. In addition, it allows some workers to attempt to bargain for small extra increases. Some people think that everyone's pay should be controlled to make sure all get a fair share and to stop some people from getting more at the expense of others. But others say that workers should be able to bargain to get the best pay possible for the work they do. That way, they say, people who do unpleasant work, or especially difficult work, will get extra pay for it. Successful bargaining might depend on the scarcity of workers for a particular job.
