Sir, — Authorities have for a number of years been educating the yachtsman and small vessel owner into completing the “10-minute” form before proceeding on a passage outside harbour limits. This form, giving all relevant information, is handed to the authorities at port of departure. In the interests of safety and subsequent rescue if an emergency should occur, most
yacht clubs insist that all members contemplating such voyages, follow the above procedure. The failure of the Search and Rescue Organisation to take any action until the yacht Veronica was 10 days overdue at Lyttelton amounts to gross negligence. The explanations and buck passing antics now being indulged in by the authorities serve only to underline that negligence, and do nothing to restore the confidence of yachtsmen and relatives in the rescue procedures. It seems the “10-minute” form to save life could also mean "10 days” of no action. — Yours, etc., D. S. HART. September 8, 1975.
