Time, money wasted

The Ciutha River hydroelectric power development scheme was an example of bureaucracy at its worst, and a waste of time, effort, and money, said the chairman of the energy resources committee of the Associated Chambers of Commerce (Mr Reeves Harris). Mr Harris was commenting on the latest environmentalimpact report prepared by the Ministry of Works. The report of the Ministry of the Environment was sound, and criticisms and comments were well founded and constructive, he said. But there was justification for censure of the system — a system that had been created by the Government. The clear answer would be an over-all planning organisation — an Energy Resources Council —.with the widest possible representation. This could be done by a revision of the existing energy-resources legislation, Mr Harris said.
