Urban flooding
Sir, — The fact that Christchurch has been flooded three times within 18 months can be attributed to two main causes, climate change and closer, denser development. bringing greater runoff of rainwater. About the climate change, nobody seems at all sure whether we are in for "permanent” change leading to a new ice age. or whether — according to a Russian scientist — there will be a reversal of the North and South Poles for a few hundred years. About the . increased runoff, it is obvious that larger diameter stormwater sewer pipes will have to be laid. Though of course this will not prevent those near the rivers from being caught again. Some form of citizens’ tax will equitably help pay for the upgrading of drainage. — Yours, etc., EDWARD THE GUARDIAN. August 22. 1975.
