Sir, — There would appear to be only one equitable way of collecting rates, these to be based upon so! much a perch for the land' involved and so much aj square foot for the total' area of buildings thereon, with a separate rating on the same basis, for all business premises. Primarily the function of the City Council is to provide and maintain all services to developed areas, and property owners therein pay for the initial connection to essential services. It would not be difficult for the whole of the rateable area to be assessed in this manner and each would pay according to the land occupied and the living area thereon, which is! what the council is required' to service, be it Fendalton or Sydenham.—Yours, etc.. .
