Grass berm problem

I A Waimairi County CounIcillor had suggested that the 'council should keep grass | footpath berms in order, but ithe council was not geared for this sort of work, the 'County Engineer (Mr A. J. ;W. Lamb) told councillors during an inspection on Saturday.
