Council of Ministers today lopped nearly 1300 million units of account ($ 1007 m) from the proposed Common Market budget for next year. But the savings are more apparent than real, because the Council accepted the need for substantial E.E.C.! spending under the main headings that were left blank in the budget, which was approved after a day-long meeting in Brussels. The main items left without figures were provisions for the E.E.C.’s proposed fund to aid depressed regions; the Community’s planned contribution to a United Nations emergency fund to help developing countries hit by spiralling energy prices; and a planned fund to aid the poor countries associated with the I Nine. These headings were left blank awaiting decisions by the competent E.E.C. councils on the exact size of these ■funds, resulting in paper savings totalling s7l3m.
