The Kremlin may believe that there is little risk of major adverse ' reaction by the United States to Soviet nuclear arms build-ups although the Soviet Union seeks an atomic “yvar-fight-ing” and “war-winning” caplability. according to a report by three experts to be published today. The report.- “The role of nuclear forces in current ’ Soviet strategy.” was pubj lished in Washington by the ' Centre for Advanced Inter- . national Studies at the i University of Miami.
