Election boycott fear

The Dominican Republic’s three-party Opposition coalition is considering whether to lift their threatened boycott of the General Elections on Thursday. If the boycott materialises, political observers say that President Joaquin Balaguer, seeking a third four-year term, will be running virtually unopposed - 1 - which could provoke hostile feelings I similar to those which touched off a civil war in 1965. The cause of the boycott • threat was a change of pollling rules by the Electoral Tribunal, allowing voters to [cast ballots anywhere, which [the Opposition claiihed would [facilitate fraud by the ruling I Reformist Party. I In an apparent concession, ;!the tribunal last night lordered special checks tb prevent people from voting I twice. But the Opposition 'still had not decided to lift
the boycott threat by early today. Twenty-one persons have been killed during the election campaign.
