Paying for U.S. elections
(N.Z. Press Association—Copyright > WASHINGTON. The United States Senate Rules Committee has approved legislation that would fully finance Presidential elections with Federal funds.
The bill would also underwrite Senate and House elections and provide a system of matching grants to help finance primary campaigns. In addition, the bill contains strict limitations on contributions and campaign spending and would set up a Federal elections commission to supervise the programme. A spokesman for Common Cause, a strong supporter of public financing of elections, said: “This is historic legislation which will change the
.course of American politics." A Presidential candidate I in the General Election could 'spend no more than 15 cents a voter, or about SUS2Im under provisions of the bill. The legislation would provide the candidate with the full allotment. Similarly, the bill provides the full amount of the spending ceiling for Senate and House candidates — 15 cents a voter or 5U5175.000 in a state-wide race and 15 cents a voter or SUS9O.OOO in a single district race.
