The owners are protesting against higher fuel costs and [short supplies. Mr William Simon, the head of the new Federal Energy Office, said that the price freeze would last until the end of this month, or until Congress passed legislation allowing the drivers to pass on increased fuel costs to firms which engage them. The Small Business Administration has been asked to consider appropriate relief to small businessmen, including [truck owner-drivers, adversely affected by the! ! energy crisis.
