More progress toward turning back federal authority and money to the state and local governments. “A crucial break-through” in public transportation. Reforms in federal aid to education. “An historic beginning” in legislation to protect the right of personal privacy. A “new road toward reform of the welfare system.” New initiatives in world trade with more access by Americans to markets and supplies.
