Paper hags to stay

Paper bags will continue for rubbish collection in the greater part of Waimairi County for the year from May next, and plastic bags will be used experimentally in two collection districts, mainly in the Avenhead riding.

This decision was reached at a meeting of the council last evening, when the County Engineer (Mr A. J. W. Lamb) said that an order should be placed now for a supply of bags. The works committee reported about a discussion at its meeting on the trial of plastic bags buried in the council tip and recently disinterred. Mr Lamb said that rubbish had decomposed in bags that had not been holed. The chairman (Mr D. B. Rich) said that plastic bags fractured easily and he did

not think, for various reasons, that the council should adopt their use. The paper bags were made from a renewable resource, while the plastic bags used imported rawmaterials that were non reusable, and were affected by the petro-chemical crisis.

Cr W. T. Rice said the further year’s trial of paper bags would cost $lB,OOO, more than the use of plastic bags. He moved that the council go wholly on to plastic bags. Cr L. A. Holland said that the figures used by Cr Rice were not correct. He was using the old price of $4.20 a thousand—this had risen to $5.20. The motion was lost. Demolition. — A tender of $203 was accepted from a group of men to demolish the shop part of the building at the corner of Wairarapa Terirace and Fendalton Road, [where the land is needed for (road widening.

i Game, flags — The Commonwealth Games organisation was given permission to put up 40 flag-poles at Ham Road, opposite the entrance to the University drive.

Flooding. — Lawyers for Mr and Mrs R. Harris, 436 Burwood Road, asked if the council would meet costs in stopping flooding of the property, particularly of the garage, which was below ground level. The council declined responsibility. State of road.— Mr E. A. Quigney and nine other residents petitioned the council to restore Claridges Road between Highsted Road and Grampian Street. The County Engineer (Mr Lamb) was asked to consider the request in fixing 1974 roading work priorities.

New signals.—A tender of $9733 was accepted for the installation of traffic lights at the interesection of Memorial Avenue and Russley Road. No allowed. —lt was decided to tell A. R. Harris, Ltd, Canterbury Auto Wreckers, and Blenheim Road Auto Wreckers that the town-planning zoning did not allow them to display machines and equipment for sale, and that the practice should be discontinued.

Speed limit.— Delays by the Ministry of Transport in fixing a 30 m.p.h. speed limit for Mairehau Road were again criticised, and the council decided to erect temporary restriction signs if the limit had not been gazetted by December 13.
