(N Z Press Association) WHANGAREI, July 16. The main responsibility for effective upbringing of children lay with parents, said the Minister of Social Welfare (Mr King) this evening. “I am not happy about the high proportion of parents who evade their responsibility and seem to be quite happy for the State to take over,” Mr King told a meeting of the Whangarei Social Services Council. “1 strongly believe that parents have a clear responsibility to be good models to their children. I am prepared to state dogmatically that in too many cases parents have double standards.

“No number of social agencies or social workers can compensate adequatelv for the poor example or low moral and ethical standards of parents who. after all, have the major influence on the character formation of children,” said Mr King.
