For the first time a film: ■ cameraman was allowed in ■ the galleries to take about! ’ five minutes of film for television, and a newspaper! ’ photographer was allowed to’ ‘ take several shots. j Many of those watching! I [were relatives of M.P.s or! ; | Parliamentary staff, but ’! more than 200 were members ’ of the public. •’ One man let out a very Vloud “Huh” when Mr Row- ’ i ling announced his tax on : property speculation. :[ Because of fuse problems -in the building this aftert noon, Mr Rowling had a big ■ torch at his side, when he [stood up at 7.31 to deliver - his speech, but the torch was ■ not needed. ’! Mr R. D. Muldoon, the t former Minister of Finance,; i listened intently throughout, ! ‘ laughing occasionally, and 1 making notes. Mr Rowling ended his 1 speech at 9.13 p.m. amid big > anp!ause from Government ! M.P.s. and smiles from the! - Opposition. I
