Security forces unwittingly steered shoppers into the path of the explosion: an anonymous telephone call had given a false location for the bomb. The paramilitary Ulster Defence Association today blamed British security forces for “allowing the weakened I.R.A. to rebuild, and to regroup.” The bombing brought the number of people killed in Northern Ireland’s troubles to 822: explosions have caused 223 deaths.
