Social Welfare vote overspent
(N.Z. Press Association) WELLINGTON, June 13. Referring to unauthorised expenditure for services not provided for, the Auditor-General (Mr K. Gillies) reported to Parliament today that the major over-expenditure was in the Social Welfare vote — $2O. Im—resulting from increased payments of unemployment benefits, more sickness and emergency benefits and increased numbers of universal superannuation and age beneficiaries and the transfer of some 21,000 beneficiaries from superannuation to age benefit. Also included was $2.9m for the Christmas bonus. The total unauthorised expenditure for services not provided for was
$3.4m, with a further $41.5m for departmental expenditure in excess of votes. A number of votes were also underspent, the largest being $4,087,830 for Lands and Survey. The report, referring to an under-expenditure of $2,140,569 in the agriculture vote, said that provision was made in the 1972-73 Estimates for a reserve of slom for special assistance to farmers but this amount was not used. However, substantial overexpenditure totalling $8.04m on subsidies relating to fertilisers, weedicides, pesticides and stock drenches was a principal factor in reducing the under-expenditure to just over s2m.
