Aid to Nepal in question

The United States Government’s auditing agency told Congress recently that India was threatening to block America’s foreign aid programme to the mountain kingdom of Nepal, which is between India and China. The General Accounting Office said in a report heavily censored by the State Departement that India was not will ing to allow the United States to use Americanowned rupees beyond June for her aid programme, and that nearly 80 per cent of the SUSIS.4m in aid to Nepal in 1971 was financed in rupees.

Since 1952, the United States has provided SUS 166.5 m to help Nepal. Giving no reason why India had made her decision, the auditors’ report emphasised that Nepal's 12 million people were heavily dependent on foreign aid programmes. If India refused to allow the United States to use her own rupees, Congress would have to consider whether to continue giving the aid in dollars.
