President Park Chung-Hee, (of South Korea, will promulgate a new Constitution to- ; morrow, before his inauguration for a new six-year term 1 l in office. When the new Constitution goes into effect, the Government will allow the (resumption of political activities, which were banned on October 17, when President Park proclaimed martial law and suspended the old Constitution. The new one was approved overwhelmingly in a referen-i dum on November 21, and ' martial law was lifted on Deicember 14, but the Governjment ruled that the ban on ; political activities would conItinue until the new Constitution was promulgated.
