Troop-level agreement

The Soviet Union Government has agreed in principle to take part in preliminary negotiations on reducing troop levels in Europe, according to diplomatic circles in Moscow.

They say that it remains to be seen, however, whether the Kremlin will accept the date and the participants proposed in the invitation to begin negotiations sent to Moscow and other Warsaw Pact countries by seven N.A.T.O. governments. During the visit to Moscow of President Nixon’s adviser, Dr Henry Kissinger, in September, the United States and the Soviet Union reached agreement in principle on the terms on which the United States and her N.A.T.O. partners would agree to take part in preliminary negotiations on an eventual European security conference.

At the same time the two Powers paved the way for the Soviet Union to take part in similar negotiations on force reductions.
