Protection for ‘Woodsy’

The United States Senate has voted to make it a Federal offence, punishable by a SUS2SO fine, to use the name, picture, or slogan of “Woodsy the Owl,” without the permission of the Secretary of Agriculture. "What is a woodsy owl?” asked the Leader of the Republicans (Senator Hugh Scott) when the bill was introduced. The Democratic Leader (Senator Mike Mansfield) explained that it was the wideeyed, feathered cartoon pet of the United States Forest Service, whose slogan, "Give a Hoot — Don’t Pollute,” was part of the Government's campaign against pollution. The measure will also permit the Secretary of Agriculture to fix and collect royalties for the manufacture of Woodsy the Owl novelties — just as he now does for reproductions of Smokey the Bear, the service’s fire-pre-vention symbol.
