Streets fouled by dogs

Sir, —Another desperate plea from a worried rate payer is noted in your column this morning. Apart from the same old theme, what really alarmed me was the reply received from the local authority. Why should prohibition be suggested? Surely there are other ways of controlling the situation rather than denying towndwellers the right to own and exercise a dog. There is a law in this country which prohibits the casting of offensive matter in a public place. Why cannot-this law be extended to our doggie friends? If his pet relieves itself on the street, then the onus is on the owner to remove the offensive matter. If not, then he is liable to a stiff fine. I am sure that this would be a kinder solution than total prohibition of dogs in urban areas, which would distress many dogowners and advocates of free right of choice.—Yours, etc., DOGGED TAXPAYER.
