PUBLIC NOTICES WAIMAIRI COUNTY COUNCIL PAYMENT OF RATES BY INSTALMENTS It is hereby publicly notified that the Waimairi County Council at a Special Meeting held in the Council Chambers, Fendalton, on Thursday, December 16, 1971, passed a resolution by way of Special Order, the purport of which is: That pursuant to the provisions of the Counties Act 1956 and the Rating Act 1967 and all amendments thereto, the Waimairi County Council resolves that the payment of rates for the year commencing the Ist April,. 1972, and ending the 31st March, 1973, shall be by way of four instalments, with an additional charge of 10 per cent to be added to each instalment not paid on or before the first day of each month following the month after the date on which the instalment becomes due and payable. December 28, 1971. gg23 WAIMAIRI COUNTY COUNCIL JOINT VEHICLE TESTING STATION EXTENSION LOAN, 1971 IT Is Hereby Publicly Notified that the Waimalri County Council at a meeting held in the Council Chambers, Fendalton, on Thursday, December 16, 1971, passed the following resolution: “That in pursuance and exercise of the powers vested in It by the Counties Act, 1956, the Local Authorities Loans Act, 1956 and all amendments thereto and all other acts (If any), enabling it in that behalf, the Waimalri County Council proceed to raise in New Zealand a loan of $28,980 for the purpose of meeting the council’s share of extending the Sockbum vehicle testing station subject to the following determinations.” (1) That such loan be known as the Joint Vehicle Testing Station Extension Loan, 1971

(hereinafter referred to as the said loan). (2) The maximum term for which the said loan or any part thereof may be borrowed shall be 25 years, provided that (a) Where the method of repayment is in accordance with clause 4 (a) hereof, the minimum term shall be not less than 10 years. (bj Where the method of repayment is in accordance with clause 4 (b) hereof, any amounts borrowed for less than 10 years shall not exceed 30 per cent of the issue and shall be borrowed for five years and/or six years. (3) The rate of interest that may be paid in respect of the said loan or any part thereof shall be such as shall not produce to the lender a rate exceeding the appropriate rate for the time being specified by the Local Authorities Loans Board and notified in the New Zealand Gazette. (4) The said loan or any part thereof, together with interest thereon, shall be repaid by any of the following methods of repayment: (a) By equal aggregate annual or half-yearly instalments of principal and interest. (b) By establishing a sinking fund before raising the said loan or any Issue relating thereto and by making annual payments to such sinking fund at at a rate of not less than 2.10 per cent per annum of the amount of the loan or of that issue, as the case may be (other than any part being repaid pursuant to sub-para-graph a of this clause) for the time being borrowed and not repaid. (5) No interest, instalment of principal or payment to a sinking fund shall be paid outside New Zealand or out of loan money. (6) The following commission or fees may be paid in respect of the raising of the said loan or any part thereof: (a) Brokerage not exceeding J per cent of the amount raised. (b) Underwriting commission or fees not exceeding J per cent of the amount underwritten.

(c) A placement fee not exceeding J per cent in respect of a placement by a single lender of not less than $29,000 for a term of 20 years or more, provided that no placement fee shall be payable in respect of an underwritten issue or any part thereof. Except as aforesaid, no procuration fees or other fees or commission of a similar nature shall be paid and no discount shall be allowed to any lender In respect of the raising of the said loan or any part thereof. (7) That no money shall be borrowed under this sanction where no part of this loan is raised within three years after the date of the sanction, being November 2, 1971. (8) That the council doth hereby appropriate and pledge as security for the repayment of the said loan and the charges thereon, a special rate of 0.00159 cents in the $ (dollar) on the capital value of all rateable properties within the county of Waimairi. Pursuant to the Local Authorities Loans Act, 1956, it is hereby publicly notified that the foregoing resolution will be submitted to a meeting of the Waimairi County Council to be held in the CouncU Chambers, Fendalton. at 7.30 pjOo on Thursday, January 27, 1972, for the confirmation of a special order.
