SHELTERS IN PEKING

China readied ‘for war’ (N.Z. Press Assn.—Copyright) TOKYO, Dec. 22. The Governor of Tokyo (Mr Ryokichi Mtoobe), who met the Prime Minister of China (Mr Chou En-lai) in Peking last month, said today that China was preparing for war against Russia. However, the Chinese leader showed a warm feeling: towards the United States, he said. "China is making serious preparations for war and they make no effort to hide this,” the governor said in answering a question on Chinese-Soviet Union relations. “I was shown underground air raid shelters for the people, and I was told that they are building enough underground air raid shelters for the entire city of Peking. “Also, they plan to move factories to the foot of mountains, to make them hard to bomb.”
