The South Vietnamese Government said today that it would release 689 political prisoners on Christmas Day, the Associated Press reported. The prisoners to be freed were taken as part of the United States Central Intelligence Agency’s controversial Phoenix programme, launched

late.in 1967 in an attempt to neutralise the Viet Cong underground by assassinating its members, capturing them or persuading them to defect to the Government.
