Officer’s task is wharf safety

The Port Employers’ Association employs two port safety officers, one in the North Island and the other in the South Island. The latter is a 33-year-old South African-born master mariner. Captain R. A. Hind, formerly a tugmaster for the Durban Harbour Board. Captain Hind, who is married with two children, lives at Diamond Harbour, but is stationed at Lyttelton and has his headquarters in an office on the Lyttelton waterfront. His work takes him to all South Island ports to endeavour to reduce the accident rate on the waterfront

He gives regular lectures to all those whose business is on the waterfront watersiders, tally clerks, stevedores, foremen, management and others, and he investigates all serious accidents in South Island ports, with a view to preventing a recurrence. To this end, he is particularly keen that all those engaged on waterfront work should wear the safety helmets provided by the employers. The waterfront accident rate has not increased in the last four years, but this was a negative consolation. Captain Hind said. The waterfront had the fourth highest industrial accident rate in New Zealand. The worst industry was mining, the next logging, and the third the freezing industry. In one year compensation paid out in all New Zealand ports for waterfront accidents was $278,450, Captain Hind said. However, the total cost to the waterfront industry was four times that when damage to equipment, time lost, loss of wages and loss of output were all taken into account.
