WASHINGTON, Nov. 27.

President Nixon was making a personal appeal to the Soviet Union, India and Pakistan seeking cooperation in defusing hostilities in the sub-continent informed sources said today. In messages scheduled to be delivered shortly to the leaders of the three countries, the President is understood to reflect on the heightened United States concern over the clashes at the IndiaPakistan border.
