for political effect than to obtain a worthwhile result. Recently one United States Government agency spent a vast sum crashing a series of small cars headon into a series of very large cars. After this expensive exercise, they came to the singularly unsurprising conclusion that when a large car is crashed headon into a small car, the small car usually comes off worst. I would suggest that if they found it necessary to conduct such experiments to reach this conclusion, they are suffering from a visible lack of intelligence.
