Ordinance softened (N.Z. Press Assn. —Copyright) MANILA, August 31. President Marcos of the Philippines has amended his earlier proclamation, suspending the privilege of habeas corpus, by limiting the crimes covered by the decree to “rebellion or insurrection, and other offences committed in furtherance of rebellion or insurrection.” The move is regarded by observers as being aimed directly at recent terrorism. There had been complaints that the original proclamation, made a week ago, was so broad that it could cover many other crimes. It allows the police to search without warrants, and to detain suspected subversives indefinitely.
