Personal grudge suspected

Some people may be using the Local Authorities (Members’ Interests) Act to pursue personal grudges, the Controller and Audi-tor-General (Mr K. Gillies) believes. In his report presented to Parliament today, Mr Gillies said his officers in the local bodies branch had a lot of work to do.
“Some instances of possible offences are brought to light by our own officers in the course of carrying out their duties,” he said. “Many inquiries, however, originate from complaints made to us by other persons.
“What has concerned us more than the workload that has been generated is that, in some instances, we have been unable to escape the feeling, by reason of the fact that trivialities only are raised, that the
legislation has led certain persons to ‘use the act and use the audit office, not in the interest of a local authority but to pursue personal issues or even grudges’.” The act ensures that a local authority member should not be placed in a position where his duty to his authority could be in conflict with any outside pecuniary interest that he may have.
