WELLINGTON, July 22.

The State Services Commission planned to delegate more power to some permanent heads of departments, said the chairman of the commission (Mr I. G. Lythgoe) today. Speaking to a luncheon meeting of the Wellington branch of the Institute of Public Administration, he said that the move marked “the most profund change in relationship between the commission and departments since the 1962 State Services Act.”

It was necessary to develop a scheme which gave department heads more flexibiliity in staff administration, while still allowing the commission to meet its statutory commitments in the spirit of the 1962 act. said Mr Lythgoe. The head could not exceed the staff ceiling establishment set by the commission, and the commission would set “bench mark” gradings to maintain “across the board” relativities.
