PUBLIC NOTICES ;iTHE TOWN AND COUNTRY PLANNING ACT, 1953 PUBLIC NOTIFICATION OF VARIATIONS TO THE PAPARUA COUNTY PROPOSED DISTRICT SCHEME PUBLIC NOTICE is hereby given that at its meeting held on the Bth day of June, 1971, the Papa-; rua County Council resolved that, pursuant to Section 22A of the Town and Country Planning Act, 1953 certain variations be made to both the Paparua and Halswell Sections of the Council’s Proposed District Planning Scheme. The variations as adopted by the Council have been deposited! in the Council Offices, 149 Main South Road, Sockburn, the Engineering Department (temporary premises, Central Canterbury Electric Power Board Building, Hornbv), the Halswell and Tai Tapu Public Libraries in accordance with Section 22A of the Act and are there open for inspection without fee to all persons interested therein at any time when the above places are open to the public. A brief summarv of the subject matter of each of the variations is given in the Schedule to this Notice. Objection to any or all of the variations, or to any part of any variation shall be in writing in Form E prescribed in the First Schedule to the Town and Countrv Planning Regulations, 1960, arid shall be lodged at the offices df the Council, 149 Main South Road, Sockbum, at any time not later than 4 p.m. on Monday, September 6, 1971. At a later date every objection will be open for public inspection and any person who wishes to support or oppose any objection will be entitled to be heard at the hearing of the objections if he notifies the County Clerk within a period of which public notice will be given. SCHEDULE OF VARIATIONS (A) PAPARUA SECTION (Pl7-P32)

P 17 —Increases width of minor residential streets from 50 feet to 54 feet. Explanatory Note: This variation gives uniformity of reading standards in both the Paparua and Halswell sections of the County’s District Scheme. Pl&—Amends the Predominant and Conditional Uses for Commercial A and Commercial B zones. , Explanatory Note: This variation clarifies the difference between the uses provided for in each type of Commercial zone. Pl9—Provides underlying zonings for the land between Buchanans, Carmen and Yaidhurst Roads, known as the Leslie Block. Explanatory Note: The Counsent designated for Railway purposes. Underlying zonings defined by this variation. P2o—Amends Residential Use (f) which sets conditions for the housing and keeping of animals in a Residential Zone. Explanatory Note: This variation brings the Ordinance into line with the Council’s By-laws on the housing and keeping of animals P2l—Amends reading pattern in the area bounded by the Main South Railway, Haytons Road, Middle Lincoln Road and Annex Road. Explanatory Note: This variation includes amendments to the Expressway corridor, and provides a subdivisional roading pattern. , , P22 —In the area bounded byCarmen Road, Main South Railway, the western end of Smarts Pit and Waterloo Road, the Pit is to be designated “For Recreational Purposes” (underlying Zone Rural) and the balance rezoned to Tridustrial B.’ Explanatory Note: This variation designates the use of Smarts Pit and zones certain areas Industrial B. , P23—Provides a subdivisional roading pattern in area between Seymour Street and Shands Road. Explanatory Note: This link road will enable planning of future services to proceed for the area. P24—Amends Commercial A Ordinance to require provision of public toilet facilities in buildings of over 10,000 sq. feet floor area. Explanatory Note: Provision of public toilet facilities in Commercial areas considered desirable. P25 —Inserts clause in Ordinance prohibiting the removal of top-soil from rural land without the permission of Council. Explanatory Note: The Council considers control of the removal of top soil from rural land necessary to preserve the productive capacity of the land. P26—Rezones from. “Rural” to “Industrial C” and provides subdivisional roading pattern for area bounded by Springs Road, the present Industrial C zone, Shands Road and the Southern Motorway Corridor. Explanatory Note: With removal of this land from Rural Protection in the Regional Scheme, the Council proposes that it be zoned for Industrial purposes. P27—Deletes “Terrace House” from definitions and amends yard requirements for blocks of flats on corner sites.

Explanatory Note: The definition and conditions for flats will cover all multi-unit dwellings and other definitions are unnecessary. P2B—Rezones from “Rural” to “Residential” an area of approximately 29 acres bounded by Springs Road, Awatea Road and the Wigram Airfield Take-Off Approach Protection Zone. Explanatory Note: With the removal of this land from Rural Protection in the Regional Scheme, the Council proposes that it be zoned for Residential purposes. P29 —Rezones from “Rural” to “Residential” and “Deferred Residential” an area of approximately 38 acres lying northwest of the existing urban fence in Templeton. Explanatory Note: With the removal of this land from Rural Protection in the Regional Scheme the Council proposes that it be zoned for Residential purposes. P 30 —Amends zoning of a portion of the Hornby Commercial Centre and provide a development scheme for the whole area. Explanatory Note: The rezoning is a result of a Town and Country Planning Appeal Board decision, and the Council also wishes to exercise control of development of the zone as a whole. P3l—Rezones from “Rural” to “Industrial B” the land bounded by Carmen Road, Buchanans Road and the Riccarton RaceExplanatory Note: This land was originally zoned “Industrial C” but rezoned to Rural by decision of the Town and Country Planning Appeal Board, until the future of the Railway land opposite was determined. Variation Pl 9 provides for zoning of Railway land so area defined is re-

P 32 —Deletes requirement that blocks of more than four flats on larger sections be approved by Council. Explanatory Note: Council considers that Bulk and Location requirements provide sufficient control of multi-unit flat developments. (B) HALSWEL SECTION (HlO, HI3, Hl4 and Hl5) H 10 —Amends the Use Ordinances in Rural B Zones so as to make Boarding Kennels a conditional use rather than a predominant use in this Zone. Explanatory Note: It is considered that while Boarding Kennels are appropriately located in the Rural area, experience has shown that such proposals may require special consideration. Hl3—That the Rural R Zones of the Council’s proposed District Scheme, be varied to give effect to zoning changes in the following three localities: (a) Locality One —being that land in the vicinity of Kennedys Bush Road, comprising some 140 acres, be zoned Rural R. A Rural R Ordinance has been prepared.
