Sir,—No-one—not even a Minister of Housing—should maintain that insulation is not essential in a soundlybuilt house. Surely, without insulation, the term, "soundly

built,” cannot be applied. This essential ingredient of a building, its thermal quality, has been overlooked for far too long on the principle that what the eye does not see will not bring anyone more money. The Waimairi County Council, in initiating its recent, and possibly unique, by-law on insulation, has set an example which could well be followed by adjacent but apparently less enlightened councils. The concept of living space which loses heat unnecessarily through every available surface will not be accepted much longer by an increasingly sophisticated public. Householders will refuse the expense of heating their houses to relatively small purpose a problem accentuated by the open fire—and thereby will no longer condone a criminal waste of New Zealand’s natural resources.—Yours, etc., JANET R.
