Human factor blamed
It would appear that danger at the Briggs Road-Marsh-land Road intersection was created by the human factor, and that the present control by a compulsory stop on both Briggs Road and Lake. Terrace Road should leave no doubts in the minds of motorists as to their legal obligations, said a report from the Ministry of Transport received by the Waimairi County Council. The report pointed out that visibility was clear, that the 30 m.p.h. restriction applied on all the roads, and that the intersection was of normal width. Excessive speed by south-bound Marshland Road traffic could cause problems. Microwave speed detectors were frequently used at this point, and enforcement, would not be relaxed. The council decided to ask for the installation of larger speed restriction signs, an amber light at the comer and "cross roads” markings.
