‘lncentive lacking’

The president of the Public Service Association (Mr S. J. Rodger) said that the Budget contained no incentives for wage and salary earners to stimulate New Zealand production and to encourage the retention of the workforce within New Zealand. The president of the Canterbury Trades Council (Mr R. A. Hill) said there were some welcome proposals but the increases in the family benefit and in pensions were insufficient, and lifting the 10 per cent income tax surcharge was only returning “the big grab” taken from the workers last year. All other tax was still running at record levels. The hand of the International Monetary Fund was shown more clearly than ever in the decision to phase out import licensing, on which the majority of industries depended.
