French bid to make sterling an issue

France made a bid yesterday to have the future • of sterling included as one of the central topics in the negotiations for British entry into the Common Market. Informed sources said that the French permanent representative to the E.E.C., Mr Jean-Mate Boegner, told his five colleagues that the Six must discuss sterling along with the other key negotiating issues when the E.E.C. foreign ministers meet on March 30. The sources said that Mr Boegner’s move, made at a

secret session of the permanent representatives’ committee, caused surprise among the other five envoys. It also runs counter to Britain’s position on sterling’s reserve role and the future of the sterling balances —the reserves of sterling area countries deposited in London. The British negotiators have told the Six that while ready to exchange information and discuss sterling, the question cannot be an issue in the negotiations. Decisions and arrangements on sterling’s future should, in their view, wait until Britain is inside the 'Community.
