Mr D. B. Dallas, Special Commissioner for the West Coast, who was a mem bet of the North Canterbury Catchment Board when he was District Commissioner of Works from 1963 to 1968, has been appointed to one of the Christchurch CityRiccarton Borough seats vacated by the death of Mr R. A. Witbrock.
