Areas Exluded From Rural Zoning
Changes in the recommended regional scheme to exclude several blocks of land from the rural area were supported by the Christchurch Regional Planning Authority yesterday. Of 26 acres south of Hillsborough Terrace and Vernon Terrace west of Rapaki Road, the executive said it had been included in the special rural area because the former Heathcote coiinty engineer thought protection was desirable because of difficulties in providing urban services. The county council now sought removal of the protection, and the executive said that unless service and drainage difficulties warranted it, there could be no objection to exclusion. An area of 12 acres in the city on the north side of Ferry Road east of Charlesworth Street had been included in the rural area as being low-
lying land difficult to develop, the executive said. Now there was an application for industrial development, and the proposal was practicable and imminent, so justification for protection disappeared. Five other small city blocks were also excluded.
