Civil Defence ‘Justified’

(N.Z. Press Association) ’ WELLINGTON, Aug. 19.' Civil defence organisations justified their existence in the civil defence emergency declared in the Bay of Plenty last Friday and lifted yesterday morning, the Minister of Civil Defence (Mr Seath) said today.

“The early declaration of an emergency by the local civil defence controller, Mr R. T. Morpeth, Mayor of Whakatane, enabled the organisation to awing into action immediately and to prepare for what was to follow," Mr £eath said. “It served as a warning to residents and enabled them to take some safeguards thel would otherwise not have been possible.”
