New Offer ' Made An offer for hours worked between 8 p.m. and 6 a.m. to be rewarded by an additional penal rate is believed to have been made to Civil Aviation Division employees by the State Services Commission. The employees are seeking a longer spread of hours for the higher rate—those between 5 p.m. and 8 a.m. The higher rate itself—-quarter-time payment above the present penal rates—is already agreed to. Those employees affected are at Christchurch, Auckland and Dunedin Airports. They have received the offer whi’e negotiations are continuing in Wellington between the commission and the Public Service Association. Unless the issue is resolved by the week-end strike action between 5 p.m. and 8 am. at all three airports will begin next Monday.
