Russia Is Cool

MOSCOW, May 31. The Soviet press today reacted coolly to the proposals for mutual troop reductions made at last week’s North Atlantic Treaty Organisation meeting in Rome and charged the alliance with obstructing security measures for Europe. “Pravda,” the Communist Party newspaper, described the latest N.A.T.O. proposals as: “. . . nothing but a repetition of the stereotyped, dusty, old N.A.T.O. statements, whose essence is to try to flee peaceful solutions to basic European problems.”
It added that the N.A.T.O. military leaders, inspired by Washington, were using all their means to obstruct initiatives by Communist and other countries for strengthening peace.
The “initiatives” referred to are evidently the Warsaw Pact proposals for an allEuropean security conference. N.A.T.O. is treating the idea with caution, saying it wants to ensure that the conference is carefully prepared, not misused for propaganda purposes.
