New Upsurge Of Violence (N.Z. Press Assn.—Copyright) ROME, May 25. The Italian Prime Minister (Mr Rumor) made a plea for moderation to organised labour today as policemen battled with rampaging youths in Milan for the second day in succession. Dozens of policemen and neo-Fascist demonstrators were hurt in the mid-day battig, the police attacking with tear-gas youths armed with bricks and clubs. Yesterday anarchists in Milan had attacked the police, throwing flaming gasoline bombs at them.

The upsurge of violence in the industrial city, accompanied by less serious outbreaks over the week-end in other cities, occurred with nationwide regional elections just two weeks away. Mr Rumor began the campaign for his Christian Democrats with a major speech in Turin, where he told militant unionists that he favoured sharing the wealth of Italy among all classes, but that unreasonable strikes could end by destroying all wealth. “When wealth is not produced in adequate quantity, or, worse, is destroyed, there is nothing to redistribute and reforms become mere words,” he said. Mr Rumor’s senior Ministers have been painting a bleak picture of the country’s economy after a year of solid labour agitation.
