Local Petrol Tax?

Sir, — A tax on packaging of all kinds, added to the retail price, could be devised to provide sufficient funds to reimburse local bodies for expenses incurred in rubbish collection. Such a tax could be made heaviest on such things as non-returnable bottles and tins, and lightest on paper wrappings. Flatdwellers and other non-rate-paying citizens would contribute to the total fund and. generally speaking, the user would pay.—Ypurs, etc., PETROL TAX IS FOR ROADS. May 22, 1970.
