BERNE, May 19.

Switzerland has demanded guarantees of safety for the former United States Embassy building in Havana, which is now in Swiss care and which Cuban demonstrators have been besieging for three days. A Government spokesman said that a Note to Cuba, handed over yesterday, also demanded protection for two members of the Swiss Embassy staff confined to the building by the demonstrators and now in an exhausted condition.

A Swiss Government spokesman said that the Note to Cuba insisted that the building, which has been in Swiss care since 1961, should remain inviolable.

The Berne spokesman said that the Note was the fifth Switzerland had sent since the demonstration began on Friday. There had been no refly to the earlier ones.
