Yahya Has Civilians

President Yahya Khan of Pakistan yesterday swore in seven civilian ministers, but retained charge himself of the country’s defence, foreign policy and economic planning. The Government made no announcement on the future of the council of three military commanders which has helped General Yahya to rule since March 25, when martial law was proclaimed in the riot-torn country.

The President promised the appointment of a civilian cabinet in a broadcast a week ago.
