Announcement In Prague (NZP.A.-Keutrr—Copyright) PRAGUE, July 30. The Czechoslovak Minister of Justice (Dr Vaclav Hrabal) said today that a new legal code was being drafted, giving the courts freedom from interference by State bodies and reducing the penalty for illegally leaving the country. Dr Hrabal told the Czechoslovak news agency. Ceteka, that the changes being contemplated would give the judiciary sole power to bring accusations and band out prison sentences. In addition, no case begun in court could be taken over by another body, such as the Ministry of the Interior, which is responsible for State security. The courts would have sole jurisdiction over whether someone should be sent to an institution, and whether a house could be searched. Every accused person would be entitled to defence ooun-
