No sign of Salvadorean troop movements have been reported so far to the Organ-: isation of American States after the announcement last night by El Salvador that she would withdraw her troops from occupied territory in neighbouring Honduras. The Salvadorean announcement to the O.A.S. foreign ministers’ meeting in Washington left the timing of the withdrawal vague, but OAS. diplomats have expressed optimism that it will be accomplished without the sanctions it had threatened earlier. The task of the foreign ministers now is to draft an agreement guaranteeing the human rights of about 275,000 Salvadoreans living in Honduras, and providing some form of compensation or relief for some 15,000 who fled.
