Barking Dogs
Sir,—A welj-printed pamphlet, entitled “The Family Circle,” tells about the care of dogs. “If your dog barks or howls to the extent of becoming a nuisance or annoyance to ■ neighbours you can be summonsed and fined.” In our residential area is a rundown property where five barking Corgi dogs, plus the unsold pups, cause a night-and-day nuisance the year round. As the pamphlet is “issued by the National Hydatids Council in conjunction with your local authority,” would someone from the Hydatids Council be good enough to confirm that the statement means what it says? —Yours, etc.,
July 1, 1969. [Mr L. M. Hallas, secretary of the National Hydatids Council, replies: “The pamphlet was designed by a major provincial urban local authority for distribution to dog owners in its district. This was commended to other local bodies. Space is left at the bottom of the last page of the pamphlet for local authorities having a by-law to deal with problems of this nature to include their title. Underneath, the words: ‘lssued by the National Hydatids Council in Conjunction with your local authority,’ are printed. Provided the local authority in whose district your correspondent resides has made a by-law which makes the barking or howling of dogs an offence, then the person responsible is legally liable if he or she fails or neglects to stop the nuisance or annoyance.”]
