Japan Calls For Treaty (N.Z.P.A.-Reuter—Copyright) GENEVA, July 7. Japan has called for the speedy conclusion of a treaty on liability for damage caused by spacecraft Mr Ashigeru Tokuhisa, the chief Japanese delegate, made the appeal at the closing meeting of the United Nations legal sub-committee on outer space. He cited, for his appeal, press reports that a 3000-ton Japanese cargo ship sailing off the eastern coast of the Soviet Union had been hit by unidentified debris resulting in damage to the ship and injuries to five of the crew. Reports not cited by Mr Tokuhisa have said that the debris probably came from a Soviet missile.
The committee meeting ended with no hope of an early draft agreement, mainly because of Soviet insistence on limitless liability and United States insistence on a ceiling, perhaps of SUSSOOm.
