Response To Soviet Call (By TILLMAN DURDIN, of the New York Times News Service, through N.Z.P.A.) NEW DELHI, June 19. Diplomatic activity is quickening among South Asian nations in response to the Soviet Union’s proposal for a collective security system in this area of the world. In keeping with the Soviet proposal are plans for a meeting in Kabul between representatives of India, Pakistan, Afghanistan and Iran, and the coming talks between emissaries of India and Iran and India and Nepal over economic collaboration and other problems. Coinciding with moves in South Asian countries, Soviet ambassadors in a number of Asian countries, including India and Pakistan, have been called to Moscow to participate in discussions of the new collective security concept. An objective of the scheme, according to speculation, would be to shore up countries round China’s periphery against possible Chinese expansionism, direct or indirect, in. the wake of Britain’s withdrawal from South-East Asia and the possible weakening of United States military commitments in South-East Asia.
